If the bilingual education programs is used for ESL students in the United States than those whose native language is Spanish will later develop better skills in English reading. The reason of this statement is that the education programs of bilingual were developed as transitional bilingual education and subtractive bilingualism for English as second language students. It contributed to the spread of English as second language as a common language. It was pilot projects of limited duration coverage and was made ??possible by international support as the Spanish technical cooperation and the agency for international development of the United States. People on all sides of the bilingual education debate agree that some constructive changes are needed in order to improve the education opportunities of ESL students, especially Hispanic students whose native language is Spanish (Arenson, 1997). Observers say that it is essential to highlight the local programs that work well so that other school districts can learn from them.

Moreover, the bilingual education offers a better foundation for the process of reading on a higher level. If the United States has bilingual education programs for ESL students then the students will be facilitated in having better reading abilities.
