Introduction

We live in a world far from ideal. Disadvantaged people and people with disabilities and easy resources to realize itself in the modern world, society often does not provide them with the necessary capabilities and resources. That is what the modern world and its system does not provide equitable social development, especially that part of society, which is often considered a "rogue states" - the poor segments of society and people are limited in their ability to be one of the reasons for the popularity of ideas of social entrepreneurship (Nicholls, 2006, pp. 142).

One of the most important steps in the fight against poverty in the world is the creation of jobs, and the most competitive and successful in this direction is exactly social entrepreneurship. The problem of social enterprises - contribute to solving social problems, promote people's livelihood. Social enterprises provide jobs for hundreds of thousands of people in different areas: food production, marketing, credit, insurance, transportation and other social enterprises offer employment opportunities for disabled people, marginalized groups, youth and women. In many countries, social enterprises are working together quite closely with government organizations at both national and local levels.

Development of entrepreneurship at the present stage, which meets the demanding market is focused on the processes of integration and globalization, is the driving force in the development of innovation at the moment and focused on the needs of the modern masses. Today, entrepreneurs and businesses with social responsibility around the world are supported by nonprofit organizations, foundations, governments and individuals. However, despite the fact that the benefits of social entrepreneurship are clear to many, there are many difficulties in its development. So far, not even a consensus about what constitutes a "social enterprise" and who can be called social entrepreneurs. Some believe that the term "social entrepreneur" should refer only to the founding organizations, the main source of income which is the price of their clients. Others believe that the social entrepreneur is someone who performs work on government contracts, while others consider the social entrepreneur who hopes primarily on grants and donations. Disputes between scientists, experts and practitioners of social entrepreneurship on what the organization considered a social enterprise, and what does not, do not fall silent (Mycoskie, 2011, pp. 164).
