The public library services are provided on the basis of equal access to everyone, regardless of age, race, sex, religion, nationality, language or social conditions. The motive of public libraries is that each age group must find material relevant to their needs. For this purpose, it is essential that the material placed in the library should be of high quality and relevance to the conditions and local need and as technological trend is changing rapidly, this demands for additional budget. This paper will focus on the Budget Request for the improvement Project of Calloway County Public Library which is nonprofit agency.

Nonprofit agencies are those organization that offers service and programs that benefits general public. There are also termed as NGO or not-for-profit corporations and they are established to produce a venture in which entire surplus money ahead of reasonable operating expenses that would be used to offer different programs and services particularly for education purpose and social causes hence for the arts and scientific research. They usually apply for grants from the government and other huge companies and foundations, therefore these agencies also payless or almost no income tax.
