Introduction

The paper talks about the importance of partnerships in the child care setting. It can be said that parents are the main source of this partnership, since without parents; the child care professionals would not be able to manage children properly and with full care. Parents as teachers help and give their children the best start in life. Educators visit the families each month at home focusing on the development of each child, from 5 years old up to 8 years of age. Each visit consists of discussions on activities which are appropriate to the age of the child, spoken and body language, bonds of affection, and emotional and social-individual development of the child. A new part of the program is the total focus on a strong family ties.

Child care professionals are the resource specialist who provides information and materials to help parents make informative decisions when choosing child care for their child. The complete list of providers that are licensed to care for children in any child care is updated monthly.

Professional development promotes education, incentives for academic achievement and gives training to child care providers. Programmes and activities of the Partnership are based on the Smart Start initiative and focused in the areas of education and care, which in turn are directed to provide support in the school readiness, in the high quality of the nursery, teacher development and access of children to health services (JSTOR 2002, 96).

The child care setting has a variety of resources to help families and providers to stimulate learning in children from 5 to 8 years of age. The child care settings usually have toys that may be charged up to some particular time at the same time and a production area to make games and special projects, which may be allowed to share with their children.

They generally have free programs that prepare children from five years to enter kindergarten. They accept applications throughout the whole year. Eligibility is usually based on household income and the child turns 5 years old before August 31 of the year that applies.

Child care is critically dependent on the availability of resources. However, for any amount of resources, there is always a conflict between the conservation, on the one hand, the low cost services so that they are accessible to as many people as possible, and, on the other hand, the provision of service quality through decent wages and maintain qualified reasonable balance between the number of children and staff. Possible sources of funds to cover the cost of child care are given below:

• Families;

• Central government;

• The city government and local administration;

• Non-governmental and religious organizations, trade unions;

• International organization and bilateral donors (UNICEF, Oxfam (UK nongovernmental organization (the EU) ;

• Employers (Levin 1997, 90).
