Introduction

Civil Engineering is a profession in which knowledge of mathematics, natural sciences, methods of implementation (obtained by study and practice), are applied creatively to the design, optimization, and control systems to meet human needs and improving the quality of life. In particular, the traditional Civil Engineering is focused on civil works, while the Civil Engineering focuses specific references to different areas of expertise (mechanical, chemical, electrical, etc.). The Civil Engineer is a professional ability to apply in an orderly and integrated manner the knowledge of science and technology (Levy, 2000, 69). The engineers must have the ability to calculate, design, optimize the creation and operation stages of an industry, and must also have a remarkable aptitude for integration into interdisciplinary problems. They need to get to grips with the demands of leadership, management systems and quality. Civil Engineering is the branch of engineering that applies knowledge of physics, chemistry and geology to the development of infrastructures, mainly hydraulic and transport in general. This branch of engineering is recognized in all countries, regardless of the specific name given to the profession. Civil Engineering deals with the management and control of materials and processes, mainly ordinary, at the macroscopic level, to provide infrastructure the means of production. This holds the conception, design, construction, operation and maintenance of civil works such as aqueducts, sewer, irrigation, roads, power plants, buildings, which satisfy the human needs of health, food production, transport, energy, housing, and recreation. Because of its close relationship with the physical environment, it also has an essential role in processes prevention, management and recovery events caused by natural disasters (Levy, 2000, 70). Due to its location within the overall production process of the humane society, it made its appearance in the prehistoric civilization and subsequently given eminently constructive society, it was renamed as Civil Engineering opposed to the Military Engineering, which is primarily responsible for the works of own defense and the means to destroy the enemy. As the process production became more complex, diversified civil engineering giving rise to several other disciplines, but keeping to themselves the character and macroscopic correlative infrastructure, making its purpose and scope perfectly specific, without involving isolation, or independence other branches of human knowledge (Welch, 1989, 134).
