Introduction

The concept of clinical governance first acquired great importance with the publication of the white paper, The New NHS(National Health Service): Modern, Dependable by New Labour. In the paper the government divulged details of its plan to modernize the National Health Service through effectively increasing quality care. Much stress was laid on clinical quality care and the instrument of delivering clinical care came to be known as clinical governance. Professional, political and public demands led to attempts to revive the failing National Health Service amidst improved quality care according to the modern ideas and concepts (McCrery & Pearce, 2002). The program was meant to evolve over a period of ten years and gradually extended to other parts of the world like Middle East and south Asia (Miller, 2001).

The concept of Clinical governance has significance because it ensures the responsibilities and accountabilities of clinical quality in the health care organization. It also focuses on the budget and other business goal in the organization. The effectiveness and quality of public services is certainly the primary interest to all those who are responsible for Health Services. The Health System in recent years has had many achievements, but there are essentially threats from increased spending, the bureaucracy, lack of flexibility in their structures, and the dissatisfaction of professionals are essential to achieve the necessary efficiency and quality of services (Wright, Hillm, 2003).

Clinical governance is a new system which ensures that the standards of clinical care are duly complied and met. It involves processes that guarantee constant improvement. The framework of this system is rapidly evolving and focuses on improving the quality incrementally in future. The approach of this system facilitates medical professionals to effectively reduce risks involved in clinical procedures, improve clinical quality by applying evidence basic practice and ensure the delivery of good quality care (Storey, 2001).
