Introduction

In the scenario provided, the terrorist are against capitalism and the Western culture, thus are intent on attacking a particular target in one of the cities in the United States. According to the theories of counterterrorism, there are several factors that could be utilized in avoiding the attacks. In this paper, I will be analyzing which of these theories might be the most effective, as well as conducting a risk assessment to determine the terrorists' target. Lastly, I will be forming a counterterrorism strategy that might successfully deter the plans of said terrorists.

Discussion

Organized crime is defined as the actions of a group of people to bring about destruction of life or property. In the scenario provided, organized crime and terrorist activities can be countered if some of the various counterterrorism policies are utilized. International relations policies could be considered, especially if the terrorist originate from one of the countries the United States is on friendly terms with. Although there is little chance the terrorists will back off from pressure exerted on them through their governments, it is imperative that the foreign nation's officials are made aware of the actions of their natives and the action to be taken against them. This is because there are statutes that protect their natives in different countries, with a varied stance on what another nation can do to them in case of terrorist activity. However, the United States constitution has full capacity to protect its people and any threat to the safety of U.S citizens through terrorist activity is countered through any means necessary.
