CHAPTER 01: INTRODUCTION

General background of the study

The background of the study is response times, if a county fire department is established in Worcester County. This county might be helpful for the other divisons of the fire department present in other cities, it will make the system centralized.

Problem statement precisely and clearly defined

The problem is what will be the effect on the response times for Fire Department calls if a county fire department is created with the following cities and towns in central Massachusetts, Fitchburg, Leominster, Westminster, Princeton, Sterling, Lancaster, Lunenburg, Shirley, Townsend, Ashby, and Ashburnham?

Purpose statement

The purpose of this research will be to analyze the possible response times for fire related calls in the newly formed county fire department of north central Massachusetts, which include the city of Fitchburg and Leominster, and the towns of Westminster, Princeton, Sterling, Lancaster, Lunenburg, Shirley, Townsend, Ashby, and Ashburnham.

Research questions

What are the current response times for Fire Department calls in each location?

What do the departments currently have for equipment?

What is the current staff of the department?

What is the geographical area for the city or town?

Where would the apparatus be located and at what staffing levels?

Significance of the study

Significance of this study is that it will be easier to know how the emergency is managed and what will be the effect of making county fire department. Will this decision will make the productivity of this department beneficial for the people of the country. Will be there any change in positivity of managing emergency, and will it depreciate the time require to response an emergency.

Limitations

Limitations might be that the questionnaire which is prepared might be not understandable by the people who are going to fill that questionnaire. For this research, the researcher is going to interview the heads of the different fire department, so, it is possible that they would not have time to let the researcher conduct interview.

CHAPTER 02: METHODOLOGY

Theoretical or conceptual framework

In selecting the evaluative research methodology, I will be able to conduct an evaluation of a county fire department, based on research performed. Evaluative research methodology is the systematic process of collecting and analyzing data in order to facilitate decision-making. In the research process, data will be collect from all possible sources and then, evaluated, and based on the results determinations will be made in formulating an evaluation of a county fire department. This research will be beneficial to understand how the role of county fire department plays and is it an advantage for the people of the country or not.

Type of design (methodology)

This section mainly deals with the formulation of a comprehensive methodology to comply with the requirement of the proposed research study. Though, the research is undertaken to get findings about a topic by taking into consideration some facts, experiences, concepts, hypotheses, principles and laws.
