According to Herbert Packer (1968) an offender who is arrested needs to be prosecuted, in my opinion this is indeed a valid reason based on the fact that once a person is prosecuted it is necessary for the person to be taught to avoid any negative behavior that got him caught in the first place, if people are not prosecuted for the crimes they do there would be no hope for any betterment.
