Power and responsibilities of GLA and mayor

The GLA is responsible for the strategic management of 1,579 km ² (610 square miles) of Greater London. Share powers of local government councils of 32 London boroughs and the Corporation of the City of London. It was created to improve coordination between local authorities in Greater London, and the role of Mayor of London is giving the city a single person to represent you. The mayor proposed the action plan and budget of the AGL, reaching agreements with the executive capital strategy, such as Transport for London and the London Development Agency. The basic objectives of the London Assembly are to inform the Mayor for scrutiny of their actions and decisions. The assembly must accept or correct the mayor's budget each year. The AGL is based in City Hall, a new building on the south bank of the River Thames next to Tower Bridge.

Areas where GLA has responsibilities include transportation, police, fire and emergency services, and development and strategic planning. The LGA does not provide service directly itself. On the contrary, their work is carried out by four functional bodies, some of which are under the protection of AGL, and work according to the guideline of the work plan of the Mayor and the Assembly.

The GLA is responsible coordinate the planning of land use in Greater London. The mayor produces a strategic plan (the London Plan). The individual municipalities London Borough are legally bound to comply with the plan. The Mayor's energy strategy is to reduce carbon emissions by 20% by 2010 and 60% by 2050 (although achieving the first objective is unlikely). Measures taken to achieve this have included the creation of the Climate Change Agency London, the London Energy Partnership and the foundation of the international Climate Leadership Group of Major Cities.

The Commission on Sustainable Development in London has calculated that in terms of planning to achieve the target of 60%, all new developments would be built so that carbon not issue immediate (using techniques of zero energy buildings), in addition to reducing the energy used in existing houses by 40%.
