Introduction

The United Kingdom is facing a massive need for investment to achieve its objectives on climate change and renewable energy, estimated at 550 billion pounds by 2020. The Green Investment Bank (GIB) of the Commission, an independent advisory group created by George Osborne in November 2009, consulted with experts from government, financial institutions, businesses and NGOs to identify obstacles to investment.
