Strategy is a concept that defined in probably as many ways because of the increased centrality of this concept in modern management, the various ways in which it conceived to be understood. Strategy defined as a multidimensional concept, which goes into the very heart of business and organizations. It thought to be concerned with all the critical activities or issues facing the business, providing a course of action for meeting the challenges facing an organization (Ferlie and Ashburner, 2001,136). Strategy may also be seen as defining the operational responsibilities of the different managerial hierarchies within the organization and the roles various stakeholders should play. The focus here is on the corporate strategy, the business strategy and the functional strategy.

Finally, strategy may be defined from a more ideological perspective as a tool for meeting the needs of stakeholder. It is a way of taking care of stakeholder needs, values and power. It recognized that stakeholder exercise unequal power, which reflected in the strategies that come to play. This may again be seen as taking strategy as a perspective (Ferlie and Ashburner, 2001,132), where certain individuals or groups may try to impose their views on others in the organization. (Burnes, 2000,172).
