While in Moscow, Ho composed to an ally that it was the obligation of all communists to come back to their own homeland to: "make communicate with the masses to aroused, coordinate, join and train them, and lead them to battle for flexibility and independence."

However, Ho was cognizant that if he returned to Vietnam he was in hazard of being apprehended by the French authorities. He thus determined to proceed and reside in China on the Vietnam border. Here he assisted coordinate other exiled nationalists into the 'Vietnam Revolutionary League'.

In September, 1940, the Japanese armed detachment invaded Indochina. With Paris currently used by Germany, the French armies determined it was not worth putting up a battle and they submitted to the Japanese (John 2000).
