Introduction

Human security is an approach that focuses on individuals and their security, which recognizes that lasting stability, not only states but also the companies they represent, is impossible as human security is not guaranteed. Human security refers to both the rights of citizens to live in a safe environment and the existence of political activity, social, religious and economic within each society free of organized violence. By directly targeting individuals, human security includes security against economic deprivation, the quest for a simple living standard and a guarantee to ensure the basic necessities and the rights of the people in the world which includes there right to freedom of association and expression. Its definition is as scalable as the risks and threats facing the world are facing (Hashmi, 2002, 114). The concept of human security has evolved in recent years. The predominance of intrastate conflicts, particularly towards the end of the cold war, some of the politicians, political scientists and activists were forced to deepen the traditional conception of national security. The only comment that 90 percent of victims who faced conflicts had when the 2nd world was towards the end, civilians were forced to see the changing nature of war. More importantly, 65 of the 79 conflicts identified during the 1990s occurred in underdeveloped countries, including more than twenty countries in the bottom of the Human Development Index (HDI). Discussion

The concept of human security represents a departure from the orthodox neo-realist security studies, and that puts human beings, not just the states in the centre of national policy and international security. Human security paradigm means that human beings and their complex social and economic interaction is given to politicians or states. Leaders of rights-based approach to human security and their ultimate goal is to protect people against traditional threats (i.e. military) and non-traditional, such as poverty and disease (Thomas, 2000, 115).

Transfer of security agenda beyond the purely state does not mean replacement, but to complement and build on it. Central to this is the understanding that the deprivation of human security could undermine stability and peace within and among states, while an overemphasis on issues of national security can be detrimental to the welfare needs of humanity. The state remains a central provider of security and safety, while necessary, is not a sufficient condition for human welfare. In these terms, the human security approach is part of the theoretical and practical applications that go beyond considerations of unitary state actors, but it requires an interdisciplinary approach that is reflected in all social, economic and capacity built into the current world order (Suhrke, 1999, ...
