Under general direction of the Community Development Director, plans, organizes, and directs the activities and programs of the housing and human services division such as the City's affordable housing programs, the City's Community Development Block Grant (CDBG) Program, the Americans with Disability Act (ADA) Title II, and the Section 504 of the Rehabilitation Act of 1973 Self-Evaluation Plan provides staff liaison to housing and human services committees; works with non-profit and for profit housing developers and agencies; and performs other duties as assigned.

Distinguishing Characteristics

The incumbent is responsible for formulating policy, developing goals and objectives, supervising staff, and developing and administering the division's budget. The Housing & Human Services Manager is distinguished from the Human Services Coordinator in that the former has overall management responsibility for all aspects of the entire division. It is further distinguished from the Community Development Director in that the Director has overall management responsibility for all areas of the Community Development Department which include Engineering, Building, Planning and Housing.

Supervision Received

General Direction is received from the Community Development Director.

Supervision Exercised

Direct supervision and supervision through secondary managers is provided to

personnel assigned to the division.

Management Functions

Assists in the development and implementation of goals, objectives, policies and priorities for the division and department; advises the Community Development Director on all matters pertaining to the division; hires, evaluates, trains, empowers, and supervises assigned professional and support staff; recommends disciplinary actions, when necessary; encourages and fosters cooperative working relationships within the division and department, as well as with other divisions and departments; coordinates and manages program activities for such programs as the City's affordable housing programs, community development block grant program, the Americans with Disabilities Act Title II, Section 504 of the Rehabilitation Act of 1973 and other programs; takes lead responsibility for the preparation of the City's Housing Element and Five Year Strategic Plan for provision of affordable housing; works with non-profit and for profit developers and organizations, financial institutions, bond counsels, consultants, architects, city departments and others; coordinates financial resources; works with development team in organizing, preparing, administering, and monitoring bond issues; and keeps informed of future trends in the housing and human services fields including legislation, court rulings, and professional practices and techniques and evaluates their impact upon City operations and recommends policy and procedural improvements.
