Introduction

This paper will analyze the backdrop to and context of, humanitarian help operations and examines at the interaction of the diverse organizations, particularly the help bureaus (Non-Governmental Organizations - NGOs) and US military forces, as well as the supply chains utilized by both. It considers the use of military forces in established operations generally then examines humanitarian help operations and the promise for co-ordination and co-operation between the equipped forces and the other international players that become involved these scenarios. Finally it considers the challenges that will require to be faced and overwhelm in alignment to improve the provision of humanitarian help in the most timely and effective manner. (Chavanne 2008)

 

Background and Context

In 'winning' the Cold War the Western Alliance (including the United states) has faced stresses to redirect scarce assets away from protection spending back into other localities of public expenditure, for example education and health.
