1. Introduction

New Information Technologies and Communications have evolved dramatically in recent years, especially due to its ability to interconnect through the network. This new phase of development will have a great impact on the organization of teaching and the process learning. The accommodation of this new educational environment potential and teaching the proper use of it is an unprecedented challenge. They must know the limits and dangers that new technologies pose to education and reflect on the new model of society that emerges from this technology and its consequences (Abbott & Cribb, 2001, p.331).

At the base, of the digital revolution are three major areas: electronics, digitization and telecommunications. The electronics at an early stage led to the development of analog applications: telephone, radio, television, magnetic records audio and video, fax, etc. Digitization have provided a system m ore than abstract and artificial representation of information, whether text, image, audio or video, which improves storage systems, handling and transmission while also facilitating the development of software to interact with machines. Finally, telecommunications have given above, the interconnection capacity(Garet, 2001, p.915).

2. The Knowledge Society

The impact of new technologies and the demands of the new society are being felt increasingly in the world of education. Education is changing from a secondary service to become the directing force of economic and social development (Conole et al., 2008, p.511).

The knowledge society requires new workers and citizens. These have to be autonomous, entrepreneurial, creative workers, caring citizens and socially active. Imposing a radical change in the world of education and training since it requires a greater role for individual students. The labor market needs more and more flexible workers and freelancers. All of which is promoting the concept of "learning throughout life" and the need for integration between education and training systems (Alexander, 2006, p.32).

Learning throughout life is not just about providing more training opportunities but also generate awareness and motivation to learn. Requires a student to take an active part in learning, you know learning in multiple settings, personalize learning to know and build on the basis of specific needs. Education is no longer packaged learning content and makes them available to students, but equipping them to the learning experience.

On the other hand, there is a growing trend towards the institutionalization and commercialization of education. The identification of "e-learning" or learning through the Internet as a natural area for market development is attracting new investors. Increasingly the market is viewed as entertainment-education a promising area. New educational initiatives are emerging aimed at the hands of museums, libraries and other non-educators.
