Introduction

The speed with which information and communication technology (ICT) is evolving and its impact on socio-economic activities cannot be overstated. ICT, in accordance with UNDP, has been defined to include a full range of electronic technologies and techniques used to manage information and knowledge. It is imperative that Africa is not excluded from the technological revolution. This is a stark fact that the use of ICT has been integrated into virtually every aspect of commerce, education, government and civic activity in developed countries and has become a decisive factor in creating wealth in the world. Unfortunately, in Africa, ICT barely taken a foothold. Computer illiteracy and lack of access to ICT are widely recognized as a powerful obstacle to economic, civil and political development of Africa. According to the UN ICT Task Force, anywhere in the digital divide more pronounced than in the African continent. Africa is the most unrelated to the increase in the Internet world. This is where Ghana as the country finds itself.(Cottrill et al, 1989).

Technology Transfer

Technology transfer refers to the development of technologies under certain conditions, which are then transferred for use in other conditions. Technological innovation focused on the originator of the successful transfer is recognized through the adoption of end-user (Market, 1993). In contrast, the spread of technology is directly related to the end user and as the term suggests it represents the spread or use of technological innovation in society, organization or group of individuals (Rogers, 1995).

Ghana Climbing from Depression ICT

However, ICT development is approved to provide a jump of opportunities for developing countries such as Ghana. According to the Development Group of the World Bank, ICT infrastructure in Ghana is progressing compared to other countries with low incomes at the global level and above, 1.1% average for Sub-Saharan Africa. The Government of Ghana, past and present and other agencies over the years made several steps to develop the ICT infrastructure in order to reduce the digital divide between Ghana and the developed world. Featuring markedly among these initiatives is the creation of a national fiber-optic network called Project Voltacom nation hub with power Volta River.

Ghana's national policy on ICT development (ICTAD), developed under the able leadership of Prof.Clement Dzidonu was passed by Parliament to be implemented. ICT policy called ICTAD four-year rolling plan and the operational life expectancy at the age of 15 to 20 years. 14 priority areas of policy is called 14 ICTAD will focus on promoting rapid ICT physical infrastructure development, modernization of agriculture and to promote private sector development.
