Introduction

Inclusion is a theoretical concept of pedagogy that refers to how the school should respond to the diversity. It is a term that arises in the 90's and intended to replace the integration until then dominant in educational practice. Its basic assumption is that you must change the school system to respond to the needs of all students, instead of having students who must adapt to the system, integrating it. The conscious and deliberate choice by the heterogeneity in school is one of the main pillars of the inclusive approach (Garner 2006, 10).

Inclusive education is the belief that everyone has the right to education is a basic human right that is the basis of a society fairer. To do this right, the movement of Education for All is working so there is a quality basic education for all. Inclusive education is a boost to the agenda of Education for All, developing ways to enable schools to attend all children in their community, as part of an inclusive system. Inclusive education focuses on all students, paying particular attention those that have traditionally been excluded from opportunities education, such as students with special needs and disabilities, children belonging to ethnic and linguistic minorities, and other. In education, we have begun to use in many countries, the concept special educational needs. This means that any student or student to present obstacles to progress in relation to learning school, for whatever reason, should receive special help and support needed, either temporarily or permanently, in the educational context more normalized possible

Inclusive education is presented as a right of all children, not just those classified as special educational needs (SEN). Intends to reflect the differences in terms of normal (normal is that humans are different) and equity in access to quality education for all. Inclusive education not only posits the right to be different as legitimate, but that values ??explicitly the existence of this diversity. Thus it is assumed that each person differs from another in a variety of forms and therefore individual differences to be seen as one of several characteristics of people. Therefore, full inclusion mean the commitment to a school that welcomes the diversity generally, without excluding any, or for reasons relating to discrimination between different types of needs or reasons concerning the possibilities offered by the school begins accepting Inclusion differences, celebrating diversity and promoting equal treatment of each student. The inclusion process aims to minimize the barriers for all to participate regardless of their physical, mental, social, cultural, etc (Thomas 2004, 1).
