Facts: The petitioner of this case was a Tennessee prisoner who was held for violating the regulations of the prison due to which the inmates were also prohibited from assisting the other prisoners in the preparation of their writs. When the prisoner was found guilty, he was shifted to another jail where he was kept under strict security for violating the laws of imprisonment. The prisoners were not allowed to prepare writes or to practice anything that is related to law and to do anything that would help the other prisoners.
