The juvenile court is a relatively new invention and perhaps the most copied American legal innovation. The first one, the Cook County (Chicago) Juvenile Court, opened in 1899. Its founders, many of whom belonged to the first generation of college-educated women in American history, considered themselves part of a transatlantic humanitarian movement, which sought to use the powers of government to protect children and prolong childhood (Grisso, 2006).
