Introduction

The main purpose of this paper is to make discussion on the federal regulations regarding the commercial aviation and Homeland Security Act of 2002, and discuss the economic, safety, security and political issues that led to landmark regulatory acts. The paper also discusses the regulatory efforts needed for the future of commercial aviation.

Air Commerce Act of 1926

The Air Commerce Act of 1926 aims to promote development and stability of commercial aviation in the United States. It created the legal framework necessary for its growth and investment of private capital (Chaikin, 1997). The law was signed by President C. Coolidge May 20, 1926.

Homeland Security Act of 2002

In the Homeland Security Act, a Homeland security department has been created. According to this act, the department will be responsible to protect the attacks by terrorists within United States. The department is also responsible to minimize the weakness of United States in order to fight with terrorism. The department will work to decrease all the damages and will provide guidance to United States in order to minimize the terrorist attacks (Rochester, 1976). The National Security Act of 2002 (HSA) allows some flexibility for the Secretary of Homeland Security to establish, consolidate, alter or discontinue organizational units within the Department. The mechanism of implementation of these changes is a notification to Congress required under section 872 of the HSA, which allows changes to take effect 60 days later.

The Federal Aviation Administration (FAA) agency of the United States Department of Transportation with authority was designed to regulate and oversee all aspects of civil aviation in the United States. Federal aviation act of 1958 created the group under the name the Federal Aviation Agency, and adopted its current name in 1967 when it became part of the Ministry of Transport of the United States (Redford, 1961). FAA is the most effective agency run by government in the world that works with the European Aviation Safety Agency. The main functions of Federal Aviation Administration chief are as followed;

To work for the adjustment of United State's commercial space transportation.

To bring encouragement and work for the development of civil aeronautics alongwith incorporating new technologies.

Bring new regulations for the civil aviation in order to maintain the safety and security by using the local offices like FSDOs

Develop new operating systems for controlling the air traffic and navigate the civil and military aircrafts.

Conducting proper research for the National Airspace System and Civil Aeronautics

Initiate a program that can help in proper control of aircraft noise and minimize the environmental effects.

One main act developed by the federal regulations of civil aviation os the commercial air act of May 20th 1926.
