1.As one of the final steps in the hiring process, selecting a candidate is one of the most important decisions an organization will make. The position of Service Centre Manager is an integral position for the Department of Veterans Affairs. This mid-level manager is the bridge between lower level employees and management.

Interviewing is probably the tool that carries the most weight in the whole process. The interview process is more complex than would appear at first glance. The interview process can have legal implications if interviewers are not aware of the legality in what can be asked and how. There is always the risk of bias or stereotyping that can become an issue because of the involvement for human nature (Joreskog Sorbom 1998 123). Although the interview process is subjective to these potentials an actual face to face interview provides tremendous insight to an individual on how the think, personality, character, and values which is sometime hard to get from applications.

The interview process would need to be a structured interview (Baldwin Ford 2000 105). Statistically the structured styled interviews prove to be the most beneficial to making the decision on which candidate is best for the job. A report by the U.S. Merit Systems Protection Board reported that structured interviews were twice as likely as nondirect interviews for predicting on the job performance (Hammer 2000 104). In addition the interview process needs to be conducted in a team effort. In doing this utilizing the structural style interview will help insure that candidates interviewed will provide information on past behavioural and job performance to aid in making the selection decision (Johnson 2000 89).

2.Being that the position of Service Centre Manager requires a government security clearance, a background and reference check will be mandatory. This process costs the government thousands of dollars but is necessary to ensure the integrity of the employee and security for our nations veterans. As an incentive to hire from either within the agency or within the government as a whole, (Ijiri 1975 74) employees who have already undergone a security investigation in their current position will only require updating of their references.
