Case

Prepare a short plan to investigate the disaster and assess the flood damage in the city. Identify specific persons you will meet with during your investigation.

Generally eight stages of disaster response are identified that is: planning, prevention, preparedness, mitigation, response, recovery, remediation, and reconstruction in the required readings. Each stage requires a different response. Sometimes all stages do not occur in reality and sometimes the boundaries among different stages blur while different stages happening at a time. Among all these stages planning and preparedness are two stages which require a proactive approach by the government local or federal. Planning is usually funded by separate grants or sub grants. The allocation of the budget is made to separate departments and agencies, like police, fire etc.

The specific people that I will meet during the investigation will be the officials of the Federal Emergency Management Agency (FEMA).

You found the over 50% of the property in the flood plain was damaged and that there was no significant improvement in damage control since the last flood which occurred five years ago. Man cannot predict what nature has in store for us (Hochrainer, 2006). It is one of the most unpredictable things in the world, which is why, a margin can be given to the authorities, but still the fact that they did not perform their job properly cannot be ignored.

The political structure is also one who should be blamed. It was their responsibility to ensure that the citizens of the country do not face any difficulty while the hurricane hits the country and they knew beforehand that this natural disaster is approaching their city.

It was stated that the government had failed to take into account the predictions and was unable to do anything about it. The loss that occurred due to this incident was huge and there are many people who are still suffering from the consequences.

Develop two recommendations that you would make concerning improvements in the city's mitigation plan based on the latest disaster experience.

The natural disaster in New Orleans in August 2005 was one great natural disaster. Although, it was predicted and measures were taken, but the intensity of the disaster was huge due to which a huge loss occurred. The two recommendations are as follows:

The community should be strengthened to make sure that such disasters are avoided.

The authorities and the political structure are also at fault sometimes. Therefore, it should be made sure that these structures are also improved.
