Introduction

The islands of Guam pursuing various measures of mitigation and adaptation, especially by developing partnerships for social policy and program development. A Climate Change Division (CCD) was established within the Ministry of Environment of the country, Conservation, and Meteorology (MATS) to address climate change issues and concerns.(Packbier 1996) The islands of Guam is facing serious challenges, which seeks to integrate its program sustainable development with strategies to adapt to climate. (Politics, 2006).
