Introduction

Pluralism can be defined as a system of interest intermediation, the critical components of an unspecified number of different voluntary, in competing, non-hierarchical and autonomous (which is the Nature and extent of the interest relates) organized in groups (Gallagher 2001, p. 54). These groups neither have a state license, special recognition or support, nor have they been made subject to state or government initiative Control with regard to the recruitment of managerial personnel or Interest articulation. Neo-Pluralism Represent Dominance

According to classical democratic model, the operation of liberal democracies is relatively simple. A central assumption of pluralistic thought that political phenomena are a reflection of what happens in the social field and not vice versa. This contextualise can say that classical pluralism constructed a theory of society and not a true political theory. In any case, socially oriented vision has had two serious implications (Barzilai 2003, p. 4). The first has to do with the way we view the state, while the second related with methodological and analytical issues.

Regarding the first issue, two images of the liberal state can be distinguished. For some pluralistic state, categorically reflects the balance of forces in lobbying civil society.
