Introduction

Newark can be described as the largest city in the United States department of New Jersey and is the major seat of Essex County. The city counts for the major hub of shopping, air as well as rail hubs, and retains the position of being the largest as well as the most populous city in the state. It is eminent to mention here that due to the over population in the city, the residents started moving to other parts, including the suburbs of the same city and thus the population started declining significantly.

Structure and functions of city's system of government

The city of Newark has municipal system of government with the local government being selected on the basis of referendum. The council is composed of nine members, who are elected on the non- partisan basis and are selected for a term of four years. These individuals are elected on the basis of geographic area: with one council member being selected from the wards of the city while the other four members on the basis of liberty and freedom (City of Newark, New Jersey, 2012). The mayor of the city is also selected for a period of four years and thus the whole team completes a period of four years in serving the city and managing the population and the matters of the state.
