Introduction

The health care systems today consist of alternative systems that are competitive and mutual. In this essay paper I will explain how health care system is structured in the United Arab Emirates and discuss professionalization toward health care and how it will help us to improve physiotherapy department in health care by implementing decision making theories. In United Arab Emirates Health care standards have been proved between 1996-2003, due to government powerful economic years allot of transformation in area of primary care, emergency rooms, high quality hospital beds and services is recognized. Health care system it is controlled by General Authority for Health Services (GAHS) which is reconstructed in 2007 as Health Authority of Abu Dhabi (HAAD) in capital city of UAE responsible for regulating health care industry as well of health policy, and Abu Dhabi Health services Company (SAHA) is responsible for government owned facilities.

Discussion

Second most popular state of UAE is city of Dubai which is controlled by Dubai Health authority (DHA) is responsible for licensing and inspecting health care utilities, federal and local law regulations. Other governmental parties that have influence and power over health care are Dubai Municipality, Department of Economic Development and Ministry of health and Civil Defence Department.

Health regulation department in DHA is responsible for licensing professionals to practice their profession in UAE legally for the purpose of maintaining health standards and safety of public. HRD promotes the delivery of quality health care services through inspecting, licensing and monitoring healthcare facilities by new facility licensing, renewal, changing facility name, , and service. The scope of practice of a Health Professional refers to the broad frameworks and context of health practice of the individual professions including: the range of roles; functions and responsibilities; and decision making capacity which the professional performs in the context of their educational qualifications and practice.

A policy is a statement that defines specific goals in a given area and a frame work to guide action to them( HAAD).The Policy and Strategy Sector of DHA was established in August 2009 to oversee the authority's responsibilities for policy development and strategic planning for the Dubai Health Sector inspired by the Dubai Strategic Plan (DSP). To improve access, quality, health status and efficiency in the Dubai Health Sector by promoting rigour, innovation and an evidence-based approaches to policy development, decision analysis, strategic planning and strategy execution at the Dubai Health Authority and by increasing the volume, efficiency and effectiveness of healthcare investment in Dubai It is also responsible for health planning, technology assessment and household survey analysis and investment promotion, and for developing medical tourism strategies for Dubai, in coordination with a broad range of internal and external stakeholders from the public and private sectors.
