Due to the emergence of modernization, which completed in 1877, the Southern State authorities afresh became as they stayed in the North—“white man's administrations.” (Plessy vs. Ferguson 1896) The new State legislatures passed Jim Crow regulations to lawfully segregate the rushes and enforce second-class citizenship upon African Americans.
