Evaluation of Training and Development Programs

The development of the climate of learning in training programs in the public sector requires careful attention by the public agency trainer. A model for management and training practices to the expectations and contributions during the training programs is to assist public agency trainers in creating environments that facilitate the formation of a shared responsibility for the learning process.

Different forms of program evaluation

Reaction can be defined as the best students and a training program. Evaluated in terms of reaction is the same as the measurement of student feelings. Not every measure that learning takes place. And because the reaction is easy to measure, almost all the directors of training to do so.

It is important to determine objectively the amount of learning that takes place. Measuring the learning of each student so that quantitative results can be determined.

Where possible, statistically analyze the results of the evaluation so that learning can be measured in terms of correlation or level of confidence.

Evaluation of training in terms of control over behavior is more difficult than the reaction and assessment of learning. Undertake a systematic assessment of on-the-job performance in a before and after basis.

The evaluation of results must be made by one or more of the following groups (the more the better): students, trainees supervisors, subordinates, peers and others familiar with the students on job performance.

An evaluation after the formation of three months or more after giving an opportunity for training students to put into practice what they learned. Subsequent evaluations may add to the validity of the study.
