The quality improvement process starts with a concern at the top. The senior management specifies its concern for bringing total quality management (TQM) in the organization. In this way, the quality improvement process starts at the top and then trickles down to the bottom of the organization. Accordingly, the business processes are improved to bring quality, such as zero defects and other quality management concepts. Additionally, this may also involve improving the quality of the customer service which may be measured through number of customer complaints, or service levels.

Many a times, the quality improvement process involves the formation of certain teams. These teams lead the quality improvement procedures and steps in the organization. They are also responsible for conducting regular meetings to conduct quality reviews and to bring other changes for improving quality in the organization. Quality circles are an example of such quality improvement teams (Fryman, 2002).

The case on improving quality in health care indicated that there is an imperative need for the convergence of management and other staff regarding their all concepts of quality management in the organization. It is only when they know their exact potential for bringing about quality improvement change that they will be able to implement total quality management (Weeks, Helms, & Ettkin, 1995).
