Recommendations to the Stakeholders

The City of Kelsey government, a strong mayor structure (mayor-council government), must play a developmental role in the community. The Mayor is responsible for assessing the needs of the community and presenting recommended plan to the City Council. The Stanley Park Project plan for an evaluation should identify the questions that need to be answered, the concepts that are central to the program and how these concepts will be measured, how observations about these concepts will be collected, and how the collected data will be analyzed. Because they are more complex, evaluation designs that measure program outcomes and endeavor to reach conclusions about program impacts require more time, effort, and resources, but they yield evidence that is more credible to relevant program stakeholders.

There are six basic stages in the decision process for a Stanley Park Project evaluation research design: (1) research question, (2) information required, (3) design strategies, (4) methods for data collection and analysis, (5) design limitations, and (6) what the analysis will permit you to say about program impact. When the decisions about each stage are made for each evaluation question and recorded in this format, this tool becomes a means for conveying to stakeholders how each evaluation question was investigated and answered. Each research question in an evaluation merits its own design matrix because the suitability of particular design and data collection methods vary based on resource availability and importance of the question being investigated (Laura, 2006).

Stanley Park Project should not only assist the public bodies and society in identifying whether goals, objectives and specific Performance Indicators have been achieved, but it should become an effective tool motivating implementers towards reaching the maximum possible level of fulfillment of the goals set within existing funding limits.
