A mature development organisation is adept to manage this in a controlled way with restricted deviations from task to task and without significant influence from surprises from inside the organisation or from the task environment. But in the same instant an organisation decides not to evolve a software merchandise on its own, command of the development process is lost. The organisation can no longer use its own characterised development process and its value assurance program to direct the development. Or when an organisation decides to evolve software on agreement for another organisation, this command is also lost. It is really very widespread for companies, government authorities and other organisations to come by more or less convoluted software applications from distinct software developers. It is also very widespread for software developers to objective for an external end-user for its software. Each time one of these two situations happens, an interface between the two organisations is established.
