If a country is unable to control law and order situation in its country or has laws that are not effective to penalize criminal activities then after a careful examination a policy from another country can be adopted. The developmental work or process that follows a transfer of policy form a country to another has evolved in the recent past. However, it has been in use for a long time now and almost every other policy maker looks for ways in which he and his team of policy makers are able to use a certain policy for their country. By doing this they do not have to plan for a long time or even to test a particular law or policy. They are aware of the results of the policy after its examination and therefore are in a position to decide whether to use a certain policy or not.
