Introduction

The most of schools in America are protected places. A comparison of national data from 1995 and 1999 shows the percentage of students who reported being victims of crime at school decreased by 10 percent (Bonilla, 12-23). And in 1999, the U.S. agencies of Education and fairness reported that almost 90 percent of all in-school scholar injuries that needed medical treatment were unintentional, rather than the result of intentional actions of physical aggression.
