Scotland took the decision of banning the smoking on 26th March 2006. Smoking was banned not only in public places of Scotland but also in restaurants and bars. The measure has enthusiasts, for whom this is a positive step in achieving a healthier life. Scotland has a separate legal system, is the UK's first territory to implement the smoking ban. Although it was identified in a survey that 21% of Scottish smokers did not plan to obey the law especially young people between 18 and 20 years are more willing to flout the ban.

Theory Of Externalities And The Ban Of Smoking

Negative externalities of cigarette factory includes not only the smoke but also the stench and health risks that are produces by the smoke spewing factory and the cost is borne by the neighbors of that factory. Similarly when a cigarette is smoked in a public place, the cost that other non-smokers are bearing in a form of a polluted air and decrease in health of many people in surroundings is a form of a negative externality. Scottish government decision related to banning of smoking was desirable. Whereas I don't think there is any very positive externality of a cigarette as it occurs when an agent's actions increase the welfare of other agents in the economy.
