Introduction

Human resources are an integral part of any organization. To succeed in business, company or organization needs an effective human resource management. In the current climate, which concerns the scope of business, this activity plays an important role in the overall performance of an organization (Batt, 2002). 

Today's companies transcend geographical boundaries, reinforcing its position in the global arena. These organizations go beyond their state to become multinational. Excellent communication within the organization is the key to success. Employees need to understand the views, goals and ethics of the organization to emotionally unite to achieve common goals related to profit, increased production, improved quality, etc (Kiessling, 2005).

Discussion

The success of any organization depends on a number of factors, mostly relating to the activity of Human Resources. Precisely this area currently faces great challenges for the changes that have taken place in the world in all aspects, and its direct impact on economic and social processes. This implies the need to acquire new skills on how to manage human resources in times of uncertainty and instability. Most countries are not immune to the changes that have direct impact on the model of Human Resource Management, more delicate and complex component of management and often faced great obstacles and resistance to change.

At the present time, organizations are immersed in the Business Improvement, which aims to achieve effectiveness and efficiency through a process of continuous improvement in the management of the socialist state enterprise. It is also believe that their bases are close to a more modern society and has showed the need to raise skills in the field of Human Resource Management, has not yet come to consider the more contemporary approach. It seems clear that effective management of human resources must be designed in global strategies to meet three objectives:

Obtaining greater social benefits

The development of organizations

The satisfaction of interests and aspirations of the people within those organizations

Based on this approach and the need of organizations to raise the competence in the field of Human Resource Management, with a more advanced managerial orientation, it is necessary to train all managers in this field. Human resources are the Achilles heel of the modernization policies. Modernizing means changing the culture of the organization, and therefore influences on values and attitudes of people working in the public sector and business. It is well known that there is no magic formula for this purpose and less for size organizations as well as complexity of Public Administration. Some of the most important functions of traditional Human Resource Management are: (Becker, 1996).

1. The planning is intended to provide the necessary workforce, meaning that the organization skills needed in every time and place. The human resource planning must be premised the analysis and description of jobs, based on the competencies required for the job (Koch, 1996).

2. Recruitment is an outreach activity of wake-up call, and must achieve a quality and quantity of candidates to ensure a good selection, in this influences the experience of the recruiter, the correctness of the information offered by the ...
