Introduction

In the mid-1980s, David Crombie, a well liked former mayor of Toronto, Ontario, was appointed Head of a Royal charge on the Future of the Toronto Waterfront. Crombie, affectionately termed "Toronto's minute flawless mayor," was to lead the commission in evolving suggestions to restructure Toronto's decaying waterfront area.
