Introduction

The federal support program of an official language movement for Hispanic American has started in 1968. The confusion about the goals to be achieved has been the Achilles heel of bilingual education in the United States for Hispanic people. The ultimate goal was teaching English language to minority students. The other goal is to develop bilingual skills beneficial both personally and for the entire American society. Government policies on this issue have been ambiguous and contradictory.
