The Truman Doctrine was a new American foreign policy, based on the ideas of the influential American diplomat George F. Kennan, that would work with it's allies to "contain" the threat of further Soviet expansion. On March 12, 1947, Truman appeared before Congress and used Kennan's ideas as the basis of what became known as the Truman Doctrine.
