Dear City Council:

The New York City Transit Authority (NYCTA) runs the world's greatest fleet of omnibuses -- 4,373 public omnibuses -- performing over 666 million population per year. The omnibus procedure services roads not performed by the subway procedure for instance cross-town (East-West) roads and outlying areas.
