Introduction

U.S. social welfare structure was formed as a long-standing tradition of permanent and changing economic and social conditions. In its early history of the United States was a country with a huge expansion of the border, and a predominantly agricultural economy.

Historical Periods in Us Social Welfare History

Until 1870 more than half the nation's adult workers were farmers. In subsequent years, however, rapidly developing industry and the economy, as a rule are increasingly characterized by industrialization, specialization, and urbanization (Wolfe, 2003). Mother's pension laws, which made it possible for children without paternal support to live at home with their mothers rather than in institutions or in foster care were adopted in several states before the First World War in the mid-twenties, Several states have begun to experiment with old age and assist the blind.

Severe depression of the 1930's made the federal law on the security necessity, as neither the state, and local communities or private charitable organizations have the financial resources to cope with the growing need among the American people.
