Introduction

Rioting has increased a lot in the past years. A huge number of people are involved in this activity which has increased the rate of crime. The rate of crime has increased, and so has the rate of criminals. With the increase in the crime rate, the government has made sure that it introduces policies that will not only reduce the crime rate, but will also assist in arresting the criminals, so that such incidents do not take place again. After a wave of mass riots in the UK government decided to strengthen the kingdom of their policies regarding street crime and go to the American program of so-called "zero tolerance" for participants in riots and looting . The government has undertaken this policy, after the policy proved to be effective in the United States (Zirkel, 1999, pp. 17).

This essay will give a wide analysis of the effectiveness of the policy regarding rioting, including why rioting is a threat and a problematic issue for security forces. It will analyse the difficulties security organisations face whilst combating riots and how this compares to security forces combating other types of crime. The essay will also scrutinise security forces responses to riots and what can be improved. The possible motives of criminals will also be identified and why the motives are such an issue will also be examined. The conclusion will consist of a debate using evidence and logic which will provide an answer to the points of discussion and the main question of this essay.

The aim of this research proposal is to identify the effectiveness of the 'Zero Tolerance' policy regarding rioting and threat to industrial control systems. Defining the main objectives of any research is the first step into developing a structured work as these objectives will provide an important support to the overall investigation Lacking such guidance could result in a poor study with no relevant and useful meaning.
