Introduction

Since the early 90's United States annually loses an average of about one million juveniles. In 1992, country was having about 45 million children, but now about 29 million. Expert says that one of the main reasons is the child abuse in the family. According to the World Health Organization (WHO), in the region as a result of domestic violence everyday lives of four children under the age of 14 years - over 1300 lives a year. This is why children do not survive to adulthood. Violations of children's rights in the family and the physical penalties are becoming more common. While in 2002, there were about 100,000 minors who were victims, in 2005 it was about 175 thousand, and in 2007, it was more than 250 thousand, and for 2009 - about 300 thousand. This is only the tip of the iceberg on every child that dies with many thousands more enduring years of violence and abuse (Beach et.al, 2010, p. 710-713).

The available evidence suggests that children, who are abused, then continue to pay a high price for it, because they have a higher likelihood that they will be exposed to dangerous risk factors throughout life. This further increases the price that must be paid the whole of society in connection with cases of suicide, depression, drug and alcohol abuse, domestic violence and crime.

There is evidence that 75% of American families as violence against children. There are about 2 million young beaten by their parents. More than 50,000 flee homes to escape from home. Last year, 194,000 children have been abused by adults. 676,000 minors are in social risk.

The problem of crime against children is important not only for US but also for the other countries. For example, in a survey of young people conducted by UNICEF in 2006, it was found that 60% of children in Europe and Central Asia, according to them, are violent or aggressive behavior at home by parents and persons caring for them. Therefore, ensuring the rights of the child refers to the global problems of our time, which is interested in solving the world community, so much importance is the international protection of the rights of the child, which is a system of mutually agreed actions of the state and non-governmental international organizations aimed at developing and ensuring the rights of the child in order to form a complete and harmoniously developed personality, promote their consolidation into national legislation and international assistance to children of underdeveloped countries(Currie, 2010, p. 111-120).

Discussion

The main way to solve the problem of child abuse is the formation of an appropriate regulatory framework at both the international and the domestic levels.
