Description of the Problem

The children in schools around the world begin their day by reciting the Pledge of Allegiance that end with the zippy words “and justice for all”. However, through many measures, the system of public education of U.S nation fails to deliver on this promise of equity leaving with so many interrogations (Aber, Morris & Raver, 2012). Today's student has much stronger opportunity to attain the highest level of academic accomplishments and achievements however unfortunately the ineffective actions are leading further away from rather than closer towards the achievement of education of each and every student (Center on Education Policy, 2011). The most affected among these students are those living in urban school districts that belong to the minority groups and low-income families and thus have fewest opportunities for academic success. Moreover, these students tend to perform lesser on standardized scores as well as graduate from high school at low rates as compared to their peers in the more affluent areas. Further, these students are less prepared for the college education and thus more likely to drop their postsecondary education (Ladd, 2012).

Researchers such as (Cremin & Nakabugo, 2012; Aber, Morris & Raver, 2012; Ladd, 2012) contemplated that population shift and increasing rates of poverty accompanied with nation's failure, to protect, invest in and educate all children who make up the future of the country, is the greatest threat to America's national security as compared to another enemy. Today, for every 42 seconds a baby is born without health insurance, every 32 seconds a baby is born into the poverty, every 11 seconds of every school day in college or high school student drops out of the school, every 41 seconds a child is subjected to abuse or neglect, every three hours a child or teen is killed by fireman, and every minute a baby is born with low health and birth weight is the most daunting challenges for United States of America (Center on Education Policy, 2011). Moreover, the greatest number of children belonging to low income group and racial communities even do not read or do basic mathematics of grade level 4th, 8th and 12th and more than 80% children belonging to Hispanic and Black communities along with some other minority communities constitute a majority of U.S population in 2023 that are left behind that have already dropped of their school or not interested in college, community college or trade school (Center on Education Policy, 2011). In addition to that, higher education bubble hypothesis particularly in U.S is worsening the conditions by indicating that there is risk of an economic bubble in higher education which could have circumspect negative impacts on the broader economy (Goldin & Katz, 2008).The higher education bubble further indicated that college tuition ...
