Internet despite its advantages is causing an abrupt change in the lifestyles, customs and the way human beings interact. However, not everyone uses the technology in a positive way. They misuse other people's information through the help of social networking websites, and this issue is known as cyber bullying. It is a contemporary crime without appropriate legislation, in which an individual uses a series of behaviors to attack, humiliate or defame another, using information technology and communication, particularly the internet.

This criminal behavior is developed primarily by young children, but due to the cowardice of anonymity, it is also common in adults too. Experts say that cyber bullying can be considered more destructive than personal harassment, because the attacker does not realize the great damage he causes to the victim.

Information Technology have advanced tremendously in the last decade, and young generation love the use of information technology for different purposes. The most ordinary and most extensive technologies among young people include computer, internet and mobile phone. As these technologies spread so amazingly, the communication has led to the birth of the culture of the information age. It has also made possible to develop new techniques and ways to promote knowledge. The concept of interactivity of ICT is something that has benefited the new form of culture that writers like Tapscott, among others, have called "culture of interaction". From this, we can say that the new interaction in the modern world is reflected through the use of ICTs, and especially young people, as these new technologies look very flashy and most advertising is directed towards that sector (Shariff, 2010).

Young people are much more likely to use ICT as a quick and effective way to share their tastes, ideas, games, experiences, and education backgrounds with classmates and friends. Besides learning how to use them quickly, they also feel like buying the latest cellphones and having the best PC. They are also inclined towards discussing latest trends and happening on social networking website like Facebook, twitter.

However, like all other technologies, rather than being used solely for the benefit of mankind, there are people who have a different opinion and they use it for illicit purposes. Precisely because of the existence of human beings without morals and ethics, Olweus began to study systematically since 1970 in the phenomenon of bullying in schools, after four decades in which he was aware of more and better acts of violences. He also developed programs to eradicate the problem of Cyber Bullying in schools.

Bullying has always existed, but now with the appearance and excessive use of information technology and communication there are no limits. The swiftness, the unlimited and anonymity of these communication devices, make the problem of bullying lasting for a day only, but it may cause nightmares for the victim.
