Introduction

Internet is become a universal phenomenon now. New technologies are emerging every day. Indeed, the information technology creates a virtually unlimited universe of possibilities. We can assume that the arrival of these technologies has affected people in several ways. First, the inherent properties of Internet (perceived anonymity, for example) and information technology have led some offenders acting out. These are such offenders who otherwise would not have committed a crime. In this category we also find offenders acting only on a computer, such as hackers. Cybercrime is a broad term that includes "all criminal offenses likely to commit on or through a computer system usually connected to a network." Protection from high tech crime is very important and several courses have been and are being devised to teach the individuals about how to identify the cyber crimes and how to investigate them. Cyber stalking is the use of the Internet to harass someone. The victim of cyber stalking could receive threatening emails, instant messages (IM) disruptive or sexually suggestive comments posted on your profile or personal website. Cyber stalking may also include offline contact, but must have an online component to have it classified as cyber stalking. The perpetrator may be located in another country, state or across the street from the victim.

Cyber Stalking: Is it Harassment?

What is cyber stalking? A definition does not exist, but the term is most often used to indicate the use of the Internet, electronic mail, or other electronic communication devices to harass another person. This harassment, which often takes the characteristics of an obsessive persecution is called stalking which is an annoying or threatening behavior which generally includes an individual repeatedly stalking a person or appearing at the place of residence or work of the victim, making countless phone calls, leaving a message or disturbing objects or performing acts of vandalism against the property of the victim. It is a form of harassment (Amoroso, 2012). Harassment, in social life has always existed but now with the extensive use of information technology, it has spread and expanded in the form of cyber stalking. The increase in the use of home and work computers has led to a dramatic increase in cases of cyber stalking in USA, UK, Australia and may soon lead to similar consequences in Europe, especially way with the mass diffusion of broadband connection. The verb to stalk has a plurality of meanings, is literally translated as "sneak" thus indicates the behavior of the predator that ambushes, chases a hunt that takes the form of a looming threat on its prey. Stalking can also be implemented through communication: threats, messages gruesome as dead animals in front of the door, eerie gifts (flowers forming an image of a gun); define analytically the behavior of the stalker; it would be very complex and perhaps impossible.
