Thesis Statement

Ontology as a technology is a common understanding and semantic expressing and an important method to explain knowledge sharing model. In expressing emergency response organization, the application of ontology can reduce semantic ambiguity and it will somehow make easy to understand the organizations' emergency response and to share the basic related knowledge.

1. Introduction

To improve awareness of situation, the emergency management system is used, and it the ultimate goal of the system used in emergency management. It will improve the elements related to environment and will result in perception improvement of it, their meaning are understood to a greater extent, the status of elements that arouse according the situation and the forecast ability is enhanced in the future time and in the surrounding areas, what impact will be made on goals by the local decisions and understanding it. Through the Common Operating Picture mechanism may be provided by improved situation awareness, which is formally known as COP.

The COP provides an information of unified display, which is single as well as a framework is formed where collaboration planning take place. Providing a situational unified view, in addition, difference perspectives should be enabled by the COP, depending on the viewer's function for example, whether a fire chief, data collector, or a logistical manager who is in command of distribution of material. In the future, the next generation of will be based on the collection of diversely scattered sensors which will give the information and it will be the emergency management providing to information systems. With this availability and increased functionality of communication systems, the information provided by volunteers such as humans, will benefit and give advantage to emergency management information systems. With the help of such diverse sources of information and their types, the COP can now effectively and truly provide the view which is unified required of it by this need to provide integration question solutions.[1]

This paper covers the work on the information provided by means of ontology that can really provide and contribute addition problem solutions. Information is very varied in both its generators and types, as well as the quality measures which are appropriate, should be considered. In this paper, it has been discussed about the information integration relevance to emergency management; the later section provides the ontology of information. In the final sections the context is discussed about the how the ontology can be used in emergency management.[2]

In the situation of emergency we are confronted with not only trained personnel collected information acting in reported and an authorized ability in agreement with protocols and normal events but also, information i.e. crowd sourced, received as email communications, messages, telephones etc. the key infrastructure connected devices that are automated and used to monitor and do surveillance stuff, and by the members of the general public or surveillance vehicles.
