CHAPTER 4: EXAMINING HRM and HRD PROGRESS IN NIGERIA

Introduction

The main purpose of this study was to understand the nature of the challenges of HR in the context of this study. This study was designed to understand the challenges of HR practices using secondary to make a comparison of the practices in the developed and developing countries with specific focus on the dynamics of challenges of HRM in Nigeria

In-depth Interview Analysis

The participants were asked to raise any issues or express the concerns they might have before starting the interview (Bryant, 2008, 13). The in-depth interviews involved a face-to-face interaction with the participants, mostly the managers and employees of HR departments of Nigerian organisations. The interviews took place various locations based on the convenience of the participants. The interviews were conducted over a two week period. The transcribed data were properly coded before analyzing them. Coding is “the process whereby raw data are systematically transformed and aggregated into units which permit precise description of relevant content characteristics.

The elements and views that belonged to the same category or set were clustered together after eliminating irrelevant and repetitive data. The data was then reduced to categories, patterns, and themes. In each category, patterns were developed based on the responses of the participants to the interview questions. From the patterns, several themes were developed and coded. This process was repeated several times until all possible themes in the data were identified.

Challenges facing Private Organizations in Nigeria

Most of the participants believed that the government was often not sincere in the ways it implements its policies. During the interview, a participant had these words to say, “I think government on its own is also doing inside politics. It has direct impact most especially in the areas of human resource development, economy, and social sector development”.

Another participant said that government policies were not transparent not because they were not there but because they do not have proper organs to create awareness. Most of the participants considered shortage of skilled manpower as one the most critical problems facing their organizations. The participants attributed the shortage of skilled manpower to poor educational system in the country and neglect by the government over the years.

Showing his concern about the shortage of workers, an employee of a private Nigerian firm, said that we recognize there are some key sectors in the economy such as banks, oil, and telecommunication industries. However, we have shortage of professional skills because these sectors go around other sectors and take people from companies like us, and we're left looking for somebody to work with us. Now, when we go to the market to recruit, we find that the people we hire go through a system that doesn't deliver.
