Introduction

The concept of explicit rationing increase efficiency by exploiting economic resources and the effective use of resources for instance: cleaning of hospital linen by private providers rather than equity, operating, bundling of tasks of the health insurance in order to save administrative costs (Zafar, 2006, pp. 125-132).
